Controller's Desk Reference Questions

Hourly Payroll (all non-exempt staff, including students)

  1. How strong are the controls over hourly wage payments? Non-administrative employees are called "non-exempt" and are subject to the federal Fair Labor Standards Act. This law requires compliance with rather specific rules, including timekeeping, application of overtime for time worked in excess of 40 hours per week, etc. Review the Payroll Policy on the Electronic Handbook. The following rules apply specifically to students.
    • Students must be enrolled in school full time to be eligible to work.
    • Undergraduate students can work on campus a maximum of 20 hours per week during fall and winter semesters.
    • Graduate students can work up to 30 hours per week if all the work is related to their major field of study.
    • Under federal law, international students (both undergraduate and graduate) may only work 20 hours per week during fall and winter semesters.
    • Normally a thirty minute or one hour meal period will be provided in each work shift over five hours.
    • For student employees using the KRONOS electronic timekeeping system verify the following:
      • All changes made to the KRONOS system by a timekeeper must be supported by a paper document signed by the employee and the supervisor or timekeeper verifying the change made.
      • The documents verifying these changes are being retained by the department for four years.
      • Missing punches are being corrected.
      • Hours are not being moved from one week to another.
    • For student employees using time cards verify the following:
    • Time cards are checked by the department for accuracy, employee's signature, and signed by the person authorized to verify the time.
    • The recorded time appears reasonable. (Note: Writing down 8am to 12pm as time worked every day for a pay period is not reasonable for most students.)
    • Verify that all time cards are forwarded in a timely manner to the Payroll Office for review.
